CIPFA Appoints Owen Mapley as new CEO

The Chartered Institute of Public Finance and Accountancy (CIPFA) has announced the appointment of Owen Mapley as its new Chief Executive Officer (CEO).

This  decision comes as the current CEO, Rob Whiteman, prepares for retirement. Owen Mapley, the Chief Executive of Hertfordshire County Council and an experienced leader in both the public and private sectors, will bring his extensive financial and operational expertise to lead CIPFA into its next phase.

Mapley’s career spans various sectors, demonstrating his versatility and adaptability as a leader. Before joining Hertfordshire County Council, Mapley spent a decade working in professional services with PWC.

During this time, he worked with a wide range of private and public sector clients, honing his financial and operational skills. Following his transition to local government, Mapley held Finance Director roles at the Home Office, HM Courts Service, and the Legal Aid Agency while serving in the Senior Civil Service.

This combination of private and public sector experience equips Mapley with a unique perspective that will contribute to his success as the CEO of CIPFA.

” [Mapley] brings a wealth of experience and is well placed to lead CIPFA following Rob Whiteman’s upcoming retirement,” said Richard Moriarty, CEO of the Financial Reporting Council.

“CIPFA’s ongoing support in developing measures to support timely local authority reporting and audit will be hugely important over the coming months and I look forward to working closely with Owen.”

A Seamless Transition

To ensure a smooth handover of responsibilities, Whiteman will work closely with Mapley during the transition period. Whiteman’s extensive knowledge of public finance and accountancy, as well as his advocacy for the institute, will be invaluable to Mapley as he assumes his new role.

“The ICAEW looks forward to working closely with him [Mapley] to strengthen further the strategic partnership between our two institutes, and to tackle the challenges facing local authority audit and financial reporting,” said Michael Izza, Chief Executive of the ICAEW.
